What the official page says

刺青,タトゥー,ボディーピアス等があることを理由にご入浴をお断りすることは一切致しません。これは静岡市営の他の入浴施設においても同様です。

We do not refuse bathing because of tattoos, body piercings, etc. The same applies to Shizuoka City’s other municipal bathing facilities.

Shizuoka City's municipal bath FAQ says tattoos are never a reason to refuse bathing, and that the same applies at the city's other municipal baths. The city lists Kuchisakamoto as one of its facilities.

Remote: about 80 minutes by bus from Shizuoka Station plus a 40-minute walk, per the facility.
